(AP) YOUTH QUIZZED AT LENGTH Police Check New Lead in Goldman Kidnap Case MIAMI, Fla. (AP) A slightly built teen-aged boy was questioned at length Wednesday about the kidnaping of Daniel Goldman after telling police he knew something about the case. The youth triggered a flurry of police activity at the fashionable suburban home of Daniel's wealthy parents, Mr. and Mrs. Aaron Goldman.

But tight lipped officers refused to reveal what, if anything, the youth knew about the kidnaping of the Goldman's only child. Nor would they say whether any contact had been made by the abductor, a burly man who took the 18-year-old Daniel from his home at gunpoint early Monday. The youth, whose name was Birmingham I Hires Negro Policeman BIRMINGHAM, Ala. (AP). The Birmingham Police Department hired its first Negro officer Wednesday.

Time Bill Gets 0.K. in House WASHINGTON (AP) Congress completed action Wednesday on a bill that is expected bring about uniform observance of daylight saving time through most of the country. The House approved the Senate-passed measure by a rollcall vote of 281 to 91 and sent to President Johnson, whose administration has supported the move.

Starting in 1967, the bill would put the entire nation on daylight saving time from the last Sunday in April to the last Sunday in October unless a whole state is exempted action of its legislature. This year any area putting the "fast" time into effect would be required to observe the last Sunday in April-October period. The bill, which has been sought for years by airlines, bus lines and railroads, is designed to end the confusion that results from different summer time systems in the various states. 'Fix' Cried by Tax Agent WASHINGTON (AP) An Internal Revenue Service agent who was fired last Friday swore to Senate investigators Wednesday he was dismissed because "I refused to remain silent on a fix." Archie P. Sherer, 36, of San Francisco, said the charge against him was that he would not cooperate in the examination of his own tax returns.

He testified this was not true. He told a Senate Judiciary subcommittee he had signed false reports in 1962 on some tax returns on instructions from his group supervisor after a San Francisco accountant, Nathan Friedman, had complained about his work to the district director of the IRS. Caplin Friend Claimed The tall, hewing witness testified it was common knowledge that Friedman -was a friend of Mortimer M. Caplin, former commissioner of the Internal Revenue Service. "Did the district director know of the friendship between this accountant and the commissioner?" asked Sen.

Edward V. Long, D- the subcommittee chairman. "If he didn't, he was the only one in the audit office who didn't," Sherer replied. In New York, Caplin denied the charges and said, "I even hesitate to dignify the charges with a denial but I will." 'Preposterous' "This is preposterous and ridiculous and I will appear before the committee if they ask but I think they should be able to clear this up easily without me." He said he did not know any of the persons mentioned in testimony by Sherer. The former agent testified that as a result of what he termed a fix, the government failed to collect a substantial amount in income taxes that he felt was due.

He said he really couldn't say how much was involved but estimated it could be "anywhere from $10,000 to $50,000." Long asked Sherer if his impression was that this so was the result of the friendship between Friedman Caplin, "'Well, sir," replied Sherer, "notold me this was the case." Threat Told But Sherer said Friedman had called the district director and "threatened to write to the IRS," adding this apparently could only mean, the commis. sioner. Long said this was "a very serious charge" and announced that Caplin and Friedman, as well as others named in Sherer's testimony, would be given an opportunity to tell their side of the story. Sherer identified Tom Haywood as the group supervisor who told him to falsity his reports, but he said believe Haywood is as much a victim of this as anybody."
